The dotted circle is shown when the shaping engine detects a combining mark is not correctly connected to a base character. For example when such mark is on its own, as you show in your screenshot. This works in Word 2016 or later editions.
Also works in Libre Office 6.4.6.2 with the Sanskrit Language pack.

We are unable to do it.

It seems to work well in the Preview window of fontcreator.

However when we type in Word, it does not work. What are we missing?

have attached our working project file, wherein we are unable to position a top mark wrt a base glyph. Needed Output is that the mark should not intersect the base glyph.

We see that Vowel signs attach to Consonants easily.

We have added a new character U+097A and made the new glyph heavyya-deva.

When we type this new glyph, then existing Vowel signs do not attach to it.
How to achieve this attachment?
