I believe they have also gone through and worked on standardizing the typeface for all the CJK ideograph representative glyphs in the updated code charts.

Don't forget other oftentimes related n/h/r/u; v/x/y/w; and l/i/j/t. Usually, the only miniscule letters that need to be created from whole cloth are a, z, s, f, and g.

according to my understanding, I believe that this Romaji transliteration method is also used for the Chinese language where they have more than 50000 glyphs. If it's truly contextual, you can actually hard code the rules into open type/graphite, and it will automatically select the right contextual glyphs. Select the Tables command from the Format menu, and go to the Unsupported page. Then delete these tables if present: BASE, DSIG, GDEF, GPOS, GSUB, and JSTF.
