I have found that the situation, which you describe, arises when I have deleted a redundant version of a font in the Windows Fonts folder in order to install, from FCP3, a newer version of the same font. I fear that you are asking the impossible of FCP3. No amount of resizing or resampling in an image editing program can make a 16 x 16 pixel image suitable for importing or pasting into the edit window of FCP3. The image is far too small as a starting point.
