I am migrating to a new PC (the old one is dying). What is the easiest way to transfer both the application, and the font database to my new machine?

Transferring the application should be simple. Just copy the installation file and reinstall it. If you didn't keep a copy of the download, and it's an older version, then you will need a link to older installer.
I am not an expert MainType user, so follow this advice with due caution:
You have to run FontConfig to export a backup.
That's in: C:\Program Files (x86)\High-Logic FontService\FMSConfig.exe
First Stop the Font Service, then you can perform a backup of the Vault and copy it to the other PC.
Run FontCofig on the other PC, Stop it, then restore from the backup.
Then restart the font service.
