Can all Unicode characters be embedded in pdf documents?

I have for some time used Serif PagePlus 9 http://www.serif.co.uk to make pdf documents.

Each of those documents has embedding of part of one or more fonts in the pdf.

The Serif PagePlus 9 program will only embed 8-bit characters in a pdf, in fact those on one of the Microsoft code pages, so OE and oe can be embedded even though they have Unicode code points above 255.

Serif PagePlus 10 and Serif PagePlus 11 can express Unicode characters above code point 255 in a pdf yet do that by a converting to curves process, which means that they can be printed from pdf yet they cannot be picked up onto the clipboard.

It seems to me that this may well just be a Serif way of making a pdf, but I am trying to find out whether the pdf format itself will support embedding of all Unicode characters from plane 0 or indeed whether the pdf format itself will support embedding of all Unicode characters. If so, can Private Use Area characters be embedded please?

It seems almost inconceivable that pdf would not support such embedding, yet I am trying to find out the definitive truth about this. Does anyone know please?

The fault lies with Serif.

See my character map of Guru produced from MainType with PDF Factory printer driver. Open Office can also me used. That has built-in PDF export features.
