FontCreator can create fonts with any Unicode characters. Any glyphs without a Unicode mapping can be added to the Private Use Area or left unmapped if used by OpenType features.

FontCreator can export fonts to *.ttf *.otf or *.woff formats. TrueType or CFF Postscript outlines can be used.

You can add any characters you like to your font but as Bhikkhu Pesala said it is probably better to stick to the codepoints recommended in Unicode.

Unicode already has a several blocks dedicated to Cyrillic the main one being $400 to $4FF, of course this is for Russian Cyrillic plus a few archaic characters and a few characters from other Cyillic languages.

There are only about five or six characters that are different in Serbian and Macedonian Cyrillic if my information is correct.

It would probably be better to put Russian Cyrillic characters in the Cyrillic block and put the Serbian Cyrillic characters in the PUA (Private Use Area) then make an Open Type feature for Localisation so that if the computer using the font has its country (language) set to Serbian then it will automatically substitute the Serbian characters for their Russian equivalents, but if the country is set to Russia it will just use the plain vanilla Cyrillic.

If you want to see an example of how to do this then you could download the Kelvinch font which is free for any use (except you cannot sell it) and you can disect it as much as you want. It has localisation for Serbian and Macedonian.

If you have any problems just ask on this forum.
