Fix Font Height

There is a particular font that I'm trying to fix. It's a cypher that replaces the normal letters a-z and 0-9.

The problem with it is that it's too "tall". When I load it into InDesign, whenever I use this font it overlaps the line of regular text above it. I have to fix it by adjusting the baseline-shift by -10pts. It's as if the font isn't "tall enough" for the space it's supposed to occupy.

How can I fix this in the font itself? I tried using the Font Properties > Metrics and recalculating to the maximum, but it doesn't seem to move the baseline.

I'm guessing I need to go and shrink all the glyphs to fit within CapHeight?
