I couldn't find one either. A thought would be to take Oklahoma and add swashes. Since the design feature is randomly applied and not a consistent artifact, it would be easier to do right.

Tom Kennedy of LetterHead Fonts has a relatively large group of swash flourishes which could be added to the letters.

Another designer to check would be Mans Greback

Bira Swash.ttf
Brannboll Ny Swashes.ttf
Krinkes Regular Swash.ttf
Respective Swashes.ttf
Some Weatz Swashes.ttf

Gert Wiescher has a lot of designs which might give you ideas for swash attachments. Joya-AntiquaSwashes.otf

I just stumbled across 'Bleeding Cowboys Pro' last night. It's still distressed, but there's an OpenType stylistic set which provides alternative glyphs without as much bleeding as the original version. You can find it, along with a few other fonts based on Guillaume Séguin's work, on CheapProFonts.com.
