How do we combine 2 fonts to be 1 consists of certain important letters

I need a set of letters needed as my new private font, so how do we customize and combine 2 fonts to be 1 which consists of certain important parts from both fonts?
My need is a set of letters of Arabic, trado.ttf, and a set of Latin or Roman letters from arial.ttf.

Would anyone sincerely give me little nice tutorial to accomplish this?

Copying glyphs from commercial fonts like trado and arial is illegal, even for Private Use. This is the licensing information from trado.ttf
Portions (C) 1990 Compugraphic Corporation. Typeface Portions (C) The Monotype Corporation plc. All Rights Reserved.
You need to find some fonts released under Open licenses such as GNU or SIL agreements.
