In MainType 8.0.0.1135:
The option setting for "Show zoom popup" doesn't seem to work right if set to "When zoom panel is hidden".
It does work if the zoom panel is closed, but if you just hide the docked zoom panel (by clicking the thumbtack), then the zoom popup doesn't open.
Likewise, if the zoom panel is hidden because it is docked into a tab group of panels, and the zoom panel is not active, the zoom popup also doesn't show.

I think this is just a misunderstanding of the terminology. If a panel is hidden, it is turned off, not just currently hidden from view by pinning or grouping it.
Logically, if the zoom panel is disabled, that is when one would most likely need the Zoom popup. If the zoom panel is enabled, even if it is not currently visible, then one would expect to unpin it or focus it (if part of a group) to display it.
Otherwise, one should choose the option Always show the Zoom popup.

The whole point that a layout with the zoom panel as part of a tab means you can use that panel space for multiple things, and having the zoom popup work when the zoom panel isn't the active tab makes the setting "When zoom panel is hidden" really useful.
As for terminology, I'm pretty sure everyone who uses MainType (or any other piece of software) understands that "hidden" means "not visible". "Hidden" does not mean "closed", "disabled", "minimized", etc., even though some of those things might make a UI item "hidden".

Useless to you perhaps, but the whole point of grouping or pinning panels is to save space; as you say:
If you want to see the zoom popup even when the Zoom Panel is not hidden, then select the option "Show always." Is there any downside to that that I have overlooked?

If I have the zoom panel shown, it is because I am usually looking at several characters in quick succession. Having the zoom popup show up when there is no need for it slows down my workflow.
On the other hand, having the zoom popup show up if the zoom panel is hidden in any way and the user has chosen "When zoom panel is hidden" has no downside, because the whole point of this option is to give you a zoom view if it wasn't already visible. Again, the key here is "visible". Not closed. Because the zoom panel being hidden in any way doesn't show a zoom view, so having the zoom popup show up when the panel is hidden solves that.
