FontCreator can only open TTF/OTF/WOFF fonts, or its own project files.

You can use Scanahand to generate a font based on a template, or if you only want to make a single font, use this online font generator:

The yourfonts two page templates includes over 200 characters and covers English, German, French, Dutch, Italian, Danish, Swedish, Norwegian, Spanish, Portuguese, Basque, Estonian, Faeroese, Frisian, Irish, Galician, Hungarian, Icelandic, Albanian, and Esperanto.
The first template page contains the space character, a signature, and the following 106 characters:

Be aware yourfonts doesn't cover Czech, but you can use Scanahand premium edition to make use of custom templates.
It is good to know YourFonts and Scanahand both generate fonts with the best raster to vector algorithm to generate a font.
