Trying to set absolute Font Size

I've been messing with the Fixed width and Fixed height settings for the Automatic Metrics wizard.

I am trying to convert an raster old font to look good as a TTF font. I need each character cell to be exactly 16 pixels wide and 32 characters tall but I cannot seem to figure out the correct settings. Is there a conversion tool to help with this?

As of right now my font when used at size 36 it looks okay, but slightly garbled with the cells at 20x36. If I disable font edge smoothing in windows it looks a lot better, as no visible anti-aliasing gap is present but still it not great. I need the font cells to be exactly 16x32 to match their native pixel resolution.
