Syriac Ligature Issue

My Syriac font works fine in Word, but one of the ligatures doesn't work in HTML.
Any help with this is appreciated.

Some combining marks are swapped due to normalization, so

/rish-syrc/dieresiscomb/dottedzlamahorizontalcomb-syrc

becomes

/rish-syrc/dottedzlamahorizontalcomb-syrc/dieresiscomb

To make your rlig work, just add a Mark Filtering Set with a class that contains the dieresiscomb.
