When I try to place the floor of the signal on the baseline, the signal jumps far and precise control is not possible

Set a guideline at y = 0 to snap to the baseline.
Or, show the grid, and snap to the grid.

I suspect the contour has been scaled and then it is most likely nodes are no longer positioned at integer values. Go to point mode, select all points (CTRL-A), and then right-click one of the nodes to select "Round XY Coordinates".

No, but if more people think this is useful, we might consider adding such feature to the Transform wizard.

This is required in any project with a range of weights.
My working method for creating light weight in font creator software
Occurs when the thin weight is created in the transformation window
Then the shift from the bestline and upper line is created, and in addition the escape
From scratch to go through a project of over 500 characters is a very exhausting job
