Thank you for confirming that I wasn't doing anything wrong. I may post this as a feature request since I think it would be useful to (optionally) save the background.

I import a background image, using the Background toolbar (F9), and then save the font. I add curves to make an outline, save again. If I have a font that supports Latin Extended Additional but not Extended-C or Extended-D, I have no way to indicate this since one checkbox covers all three. Thanks for the reply. I probably misunderstood what was meant. When I saw the phrase "custom OpenType layout features," what popped into my mind was the idea of creating features that aren't already in OT. I was surprised because that's not possible, which prompted me to post this question...
