I think this is an ultra-low priority issue ...

It looks like FC is exporting fonts with head.fontDirectionHint set to 1.
The spec says this field is ... "Deprecated (Set to 2)".

AMAZING responsiveness! Thank you so much ... I can now open the offending font with no issues.

I have since noticed some irregularities in the naming of that font (having to do with WWS Family) ... wondering if that was causing the issue ...

I am getting "<Font file> ... cannot be identified as a font file" when I open one font in FC Pro 13.0.0.2678 on Win10x64. Works great! Tried out-of-order lists, mixed hex and decimal, and mix of commas and spaces.

Works perfectly in all the cases I could think of to test.
