I solved the problem by opening a new file and did the following: 1- insert same glyphs count. 2- copy the glyphs from old font with code points. 3- copy the same metrics 4- import the open type layout OTL to the new files. 5- delete old fonts from font folder. 6- install the new fonts. the problem...

I found the solution:

After you create the ligature you should make marktoligature lookup not marktobase, then Fontcreator will automatically create mark anchor for each letter.
