Yes. This looks like a bug.
As a workaround, you could move the selected glyphs by 0,0 funits.

Does it work in Webfont Test window when you enable the feature that changes UN to # ? Does it work in the Preview Panel? If so, you need to enable the OpenType feature in Word that you have defined to make that glyph substitution in the font. Word may not support the feature. Which feature have you...

Do the glyphs show up in the Font Test Window?
If they do, leave the Window open, switch to Word, and select the Test font in Word.

You can only sort by one column at a time.

There is a weight column. You can sort your fonts by weight: Thin, Extra Light, Light, Semi-light, Normal, Medium, Semi-bold, Bold, Extra-bold, Black.

You have not enabled the Terminal Forms (fina) feature. Both fina and hist need to be enabled.

You have the right idea. You just need to add an entry to Terminal Forms (fina) for longs > s; and the Historical Forms must precede Terminal forms in the OpenType script. The usual order is accent first followed by the base glyph to type a composite glyph with the accent.

Open the list of kerning pairs in the Code Editor, and copy the list of pairs.
Paste the list of pairs to replace the list of pairs in another font. Do a syntax check, and rerun Autokern on the pair adjustments lookup so that the kerning suits the different glyphs of the other font(s).
