You could look into booting Windows in 'safe mode' - this is a mode in which only basic services are running and it may allow you to move the folder(s) if none of these services lock the folder. In the help file it says: 'An installed font is both added to the system font table and to the font related part of the registry' - so, using the registry, not links. Dont know where your links have come from and as was pointed out, your picture doesn't show a link as far as I can see. I use ConText...
