It used to be that MS Word needed a legacy kern table and they were late to support GPOS but the more recent versions from 2010 onwards don't need it anymore.

But since we don't own a cnc machine nor the software, we can't really move forward with this. As font outlines always consist of closed contours, you can't really make single stroke font...

The combining diacritics have zero advance width and are placed after the character they are meant to accent. Without anchors they are in a fixed position which is correct for some characters but not for others, with anchors they can be made to move to the correct position for any character.

So the question is, how many bytes does it save and how much incompatibility does it cause ?

With hard disks and memory growing ever larger is it worth a possible incompatibility to save a few bytes ?

The diacritics are meant to be placed above the preceeding character so the placement should be such that it is in the correct position above a lower case letter preceeding it.
