I'm not finding any dups here with the file you uploaded in this thread. Can you point to a pair that is a duplicate?

DTL's OTMaster. There's a free version. I use it for a couple of reasons having to do when I was helping a company implement some features in their software having to do with fonts.

The x and cap heights are listed in the table right after the code page listing which appears is where your's stops. At least with the tool I am using that is where they are found...

Closest I can find is a font named "Harry Fatt" published by ITC.

Gerber has it as another name and it matches exactly. I cannot recall the name at the moment. It was only available through them.

It boggles me that any company would adhere to legacy file naming in 2015 for reading fonts (much less anything else).

Perhaps a "recycling" of the Paste Special dialog where one can choose what to export just like for pasting?

Delete the text path/filename from the export options. With the settings as indicated, when you export choose ttf from the drop down in the export dialog.
