Adding colours to a palette

I am using FontCreator 8 and I am making a colour font.

I am getting into a bit of a muddle when trying to add a colour to the palette.

I click the + button and sometimes it adds another colour box to palette 1 and sometimes it adds another palette.

I click the + button when it appears that I have selected the most recently added colour, but sometimes I get an extra palette rather than an additional colour in palette 1.

I think that I may be missing something.

Can you advise me on this please?

There are two + buttons: one for add palette and another to add a colour to the selected palette.
