Which Font Editor creates Stacked Fractions for use in Microsoft Publisher?
You can create any characters you want in Font Creator for use in any Windows Application including MS Publisher.
By stacked fractions I presume that you mean like this:

I’m not familiar with MS Publisher. It might compose stacked fractions from numerals or from superscripts and subscripts. You can add super/subscripts to your fonts, or ready-made fractions stacked or otherwise: ¼½¾

I am sorry. It did not come out as I expected it. Do you get the idea?
I want them to line up top to bottom like in a math test. Sometimes they are across and sometimes they are top to down.
Will this software do it top to down?

Do you mean something like
5 5/6 + 1 6/6 = ____ but using – instead of /?
That would be easy. Just pick the M Dash glyph instead of the Slash glyph when you build your composit glyph members for the common fractions.
