I need to create a font from the two fonts, Composition en(sampale ‘open sans’) with fr(sample’font farsi’) by change Alt+shift, but I do not know how to compose this font
I need to use it on a web site

Alt Shift changes the keyboard language for typing in Windows.
If the font contains both English and Farsi characters then it should be possible to type in either language.
I have no experience of using Farsi, so I cannot help much. Try opening a font that does work as you want, and see how it is designed.
