Diacritic marks to ignore kerning?

I am a beginner in this field (font design) so be gentle, please!

Is it possible to have diacritic mark anchors to ignore kerning?

I need to make a font (it is for a specific music notation I have designed), for which I need the diacritic marks to ignore the kerning.
I am trying to place note-stems on top of note-heads (symbols), where I need some kerning of the note-heads but the stems (as diacritic marks) should stay centered vertically. Here are two screenshots for what I need (diacritic mark anchors to ignore kerning):

I guess it is possible with Chained context positioning, but maybe it even works with a regular pair adjustment lookup.

I think with ‘monospace’ the kerning will actually disrupt the idea I have in mind.
