Editing multiple glyphs at the same time

Is there a way to apply several properties to multiple glyphs at the same time?

I need a bunch of glyphs of a font to be reduced to X% of their size and be lowered/raised by Y. However, it would be painful to do this for each and every glyph individualy.

Also, as a side question, is there a range (or two ranges) of ~150 characters that I could use for my custom characters without disrupting the english alphabet and several of more used glyphs (e.g. "#$%/()_-:.;, etc.)?

You can apply a transformation of a range or to a list of glyphs using the Transform Wizard. The Superscript transform script supplied with FontCreator does something like this, applying a size and position transformation to the digit glyphs to create superscript glyphs: 8304,185,178,179,8308-8316.
