In the embedding setting in the font properties, clicking on any setting, it appears installable when I export the font, is it a bug? 
Maybe you misunderstood the meaning of this property. The setting does not prevent one from installing the font, but it prevents installation of the font if it is embedded in a (Word) document.
Does it allow you to embed the font in a document and then when you open the document on another computer that does not have the font, is it installed?
