I moved this post to Bug Reports, and deleted the duplicate.

This is indeed a bug in FontCreator. For now either do:

a) Add a .notdef glyph as first in your font, or
b) Disable the Option “Ensure first glyph is .notdef” in the Options dialog (Font tab).
