When I choose a NEW option from FILE menu I see the set of Basic Latin glyphs and ome additional characters.
How to change this pattern to be showing another blocks of Unicode space?

It sounds like you don’t have Arial installed.
Try Tools, Options, Overview, Font used by samples, and choose a font with a full range of Unicode characters. Perhaps you’re currently using a system font.
If I change the font in Overview options, it changes only the appearance of the samples in empty glyphs
Then I don’t understand what the problem is. What you should see when you start a new Unicode font (not a Symbol font) is a full set of WGL4 characters. That is 653 glyphs (see the status line).
If you need characters from other Unicode Blocks, try Insert Characters.
Yes, I need the characters from another block but there is no option Insert Characters in my FC version. I’m looking for alternative way to do it

Part 1b is especially useful in combination with the Home Edition.
If you need to add a lot of characters, it might be wise to upgrade to the Professional Edition.
