modify to reduce specific point sizes?

Hello I need to modify a font so that Point sizes 13 & 14 are scaled down to exactly 12 Points, but all other point sizes must remain unaltered.

Is FontCreator capable of this type of advanced modification?

No, that is not possible. It is also not how scalable font technology is supposed to work.
