It looks like Letterhead Fonts/LHFSupabad with post processing enhancements.
As Chuck comments on the release of a new font: “Another freeform style modeled after my old free “Supabad” font (which was indeed super bad and therefore removed from the site)…”
Not being shown any longer on Letterhead site so any free version should be fair game.
