Rotating symbols

Hi there,

I am new to this forum and to font creation too.
How can I create font with a symbol that rotates around a certain point (e.g. a center of a circle)? All my attempts end up in a symbol that moves around some unpredictable center as it is rotated. The purpose of the font is to be used in GIS application.

Try centering the glyph on the origin and setting the advance with to zero, like the ! symbol in this test font
