Update conditions of older versions?

I keep getting FC notification saying “There is a new major release available through our website and you can get it for a small upgrade fee.”
However, I still use rather old FontCreator 9.1 Pro and the upgrade page does not mention this version at all:

  • FontCreator 15 Professional Edition - Upgrade from FontCreator 12, 13 or 14 Professional Edition

So, does version 9.1 qualify for the upgrade or not?
