It’s from a Stamp made in Argentina in 1948,
it has a drawing of a hand. it reads 10 DE JUNIO DIA DE LA SEGURIDAD EN EL TRANSITO.

Just to provide some answer: it’s likely to be hand drawn as the /A and /D appear to be not the exact same design AND it was a stamp which tend to be hand crafted AND 1948 was a year long, long time ago, perhaps.
