After reading the manual for MT4 (I won't revert completely to MT3 until I know more about MT4) I was wondering about the vault where all fonts are stored by MT4. I found that Softpedia offers a download of its program 'Winvault' that have the same .vlt xtension as MT4 vault. Is the MT4 vault the same as that of Softpedia's pgm? I tried to open MT4 vault with Softpedia's program but encountered a request for password, suggesting that Winvault will open MT4's vault if one had the correct password. Is this true?

No, the vault files are in a proprietary format and cannot be opened with "vinvault".
