Security Pixelated Fonts?

Hi,

I'm trying to find a software package which will enable me to create a security font which is pixelated with a pixelated background of a different pattern (like the new pin numbers which you scratch off to reveal). and preferably True Type. The only packages I can find are vector/outline based. Has anyone got any ideas? I've been searching for a few months now with no luck.
