Question about the Scaling

We have a drawing program that mixes fonts. Apparently it draws from the top down. This causes the fonts to become very jittery as they don't have a common baseline.
I scanned in 3 fonts.
Font 1: WinAscent marked at 1800; x-height marked at 600
Font 2: WinAscent marked at 2400; x-height marked at 920
Font 3: WinAscent marked at 1850; x-height marked at 818
Due to the difference in sizes, it comes out jittery. Is there some setting that will allow us to make all the fonts the same size. I own both ScanAHand and FontCreator.
(I did find somewhat of a workaround. I added one extra character to our import template and wrote a big X in the box. This seems to make the size more consistent.)
