From the help file (and manual) topic Composite Glyphs - Introduction:
Composite glyphs are simply a combination of two or more other glyphs - usually, but not limited to, a base character and one or more diacritical marks that are placed above and/ or below the base character.
You can create them when you are editing an empty glyph in a Glyph Edit window. To add a composite glyph member select Glyph from the Insert menu.

Copying Glyph Metrics
When you create a composite (for an accented character like Ñ for example) you wish to make it exactly the same as the base character (N in this case), but with an accent on top.
If your font didn't have Ñ you would copy the N to a new glyph which would copy the character width. Then you would edit the glyph, but because it is not empty you cannot insert a glyph. So, delete the N to make it empty, then you can use insert glyph to insert the N. Next you insert the tilde accent, and position it over the N with the mouse.
The new glyph needs to be mapped to the right postion, 132 for Macintiosh and 209 for Microsoft and Unicode in this case.
