Is it possible to mix and match characters from two ttf fonts and save the
result under a different file name?

No problem, just open both fonts, and copy/paste, but some caveats apply:
- Individual glyphs from fonts protected by copyrights are also protected by the same copyright conditions (which varies from one font to another). For example, if you copy glyphs from my free fonts, which are released under a GNU license agreement, your fonts must be released under the same GNU license terms.
- Hinting of any glyphs copied from the source font will be lost in the target font.
- If pasting to blank glyphs, use Edit, Paste Special to copy the mappings, otherwise copy to glyphs that already have mappings. Any unmapped glyphs won't be usable in applications.
- Metrics such as x-height may not match perfectly. Glyphs copied from the source font may need scaling or moving to match the target font.
