Newbie Question: Unicode values and color coding?

Just opening up Font Creator for the first time. I have a few quick questions:

1) Why do the chars have different unicode values in Font Creator and the built-in windows Character Map utility. For example: the first Arial char (!) in Font Creator is $0004, but it is U+0021 in Character Map. That would be fine, but the order is not the same. THe order is the same up to tilda (~), but then they each go off in their own direction.

2) What does the green, blue and red color coding mean?
