Making New Glyphs in a Different Position

first :
Excuse me, that my English is no good but I will try and hope that you understand me

Font name: ah-manal-medium

My problem is

Here's a screen shot from Times New Roman.

I showed the Comparison Toolbar and edited the accent glyph, dragging it to the desired position.
