alternate substitute for Arabic font onto an existing Arabic font

Hi I want to make alternate substitute for my glyph in Arabic font. but there are lots of issues.
first of all how is that there are the same features with same name in different languages in open source fonts? look at this:

and when I use StylisticSet it doesn't work also nalt didn't work for me.

This is what I want but for Arabic: it's in Latin
