Fonts in use in La Loupe

I have read that the Paris Tours cycling race was held this year starting from the town of La Loupe.
I found the following use of an unusual font in La Loupe.
The words L’INSTITUT are displayed in an ornate font that seems to be a blend of Roman and Script. Please note the serifs.
There are some more letters from what appears to be the same font to the left.

Moving within Google Streetview to next position to the right and then rotating within that view leftwards displays the sign again with both the first T and the second T unclipped, though this time the third T is clipped.
