There is now An Extension for OpenType Features for OpenOffice Writer. I haven't tried it yet, but it looks interesting.

FontCreator 7 supports OpenType layout features.

• In the Home Edition some default features can be added.
• The Standard Edition has a built-in script editor to add custom features
• The Professional Edition also allows scripts to be imported from other fonts

Not all OpenType features are supported yet, but the feature set is adequate for many users.
