You haven't given enough information for us to give a meaningful answer.
Presumably, you want to develop a Korean font, but I don't know Korean, nor what is needed for Korean fonts.

How long is a piece of string? 
Are you starting from scratch, or are you making changes to an existing font (either one which you have explicit permission to edit, or one which is open source)?
