Just insert the required characters through the Insert Character menu item.

Then if supported by your license, use Complete Composites to get the outlines. Alternatively design the new characters yourself.

Are you creating your own font, or modifying an existing one? Do you already have an umlaut character in the font? Do you only want Ä, or also ä (and Ö and ö, and Ü and ü)? As Erwin has indicated, you can use Complete Composites if your version includes that feature.

I imagine that you will also want to include the characters ß and „ and “ if you do not already have them in the font.
