A variable font can only interpolate if you have provided masters along each axis.
This is a valid setting for a variable font with two axes, weight and slant:
Weight [400 - 700] (default 400)
Slant [-10 - 0] (default 0)
Masters:
Regular 400 0
Bold 700 0
Italic 400 -10
I have made a sample font based on these settings.
