The alignment tools are disabled when there is no other contour to align with.
Set the lsb and rsb to 90 units.

what im look is make a same value with a lower -10 value from current both values

You can move selected contours through the Movement tab on the Transform panel, which is at the bottom right of your screenshot.

i can understand about it, it was solved.
but i dont know are this feature availabe like in most design software like adobe, affinity. we can move the object in the center with group object. also in some area with just center it also auto centered.
i just really hard to make movement for some object, because group/ungroup not available.
affinity has movement with option last selected or first selected. that's a good feature. im not comparing, i just hope that feature available.
