Help finding a free or paid font please

Hi. I want to create a certificate with the font as pictured. I noticed many school use this particular font, which is different from the usual culprits "Mariage, Wedding, Linotext, Engravers, English Gothic, Xanthippe" None of these have the "S" as in image, or the hook/loops as in the "e" and "r" Thank you for your time and help!
