Arabic font mark to mark problem

the problem is that there is 3 marks but one at up and two below
opentype shows that normalize and replaces 2 marks place and than it becomes 1 below 1 up and 1 below again and mark to mark does not work
mark to mark works normally can be seen at left example
it works and others must be like that
